If you are buying or selling a property, remodeling in excess of $75,000, or adding a bathroom AND the PSL was fully replaced in the last 20 years, you may qualify for an exemption.
Step 1. Determine if you are exempt
If your PSL is less than 20 years old, counting from the date of final inspection, was fully replaced before the Ordinance effective date, AND RVSD verifies the replacement passed final inspection, it is exempt from the Ordinance requirements for 20 years from the date of the final inspection.
Step 2. Contact the District
Contact the District either by phone at (415)259-2949 or by e-mail and provide the following information:
- Name and contact
- Property address
- Mailing address (if different)
- Parcel number (if available)
- Approximate date of construction or replacement (if available)
The District will verify the information received by reviewing existing records. Once confirmed, a Certificate of Compliance will be issued and sent to the mailing address provided in the request. If the exemption is NOT approved, you must obtain a Certificate of Compliance or a Time Extension.
Step 3. Present or retain the Certificate of Compliance
If you are buying a property, keep a copy of the Certificate of Compliance for your records. If you are selling a property, provide a copy of the Certificate of Compliance to the buyer before title transfer. If you are remodeling in excess of $75,000 or adding a bathroom, provide a copy of the Certificate of Compliance to city/town/county staff prior to final permit sign-off.
