Private Lateral Ordinance

In 2013, the California Regional Water Quality Control Board (Water Board) ordered the Ross Valley Sanitary District (RVSD) to fix old, cracked sanitary sewer pipes. Many pipes are in need of repair to prevent the infiltration of rainwater, which can overwhelm the wastewater collection system and treatment plant, leading to sanitary sewer overflows in the community or discharges of partially treated wastewater into the San Francisco Bay. 

Ordinance

The Water Board's order compelled RVSD to phase in a Private Sewer Lateral (PSL) Ordinance beginning in June of 2014. Affected property owners must obtain certification from RVSD that their PSLs are leak-free.

Ross Valley Sanitary District's service area covers properties in the City of Larkspur, Town of Ross, Town of San Anselmo, Town of Fairfax, and the unincorporated areas of Sleepy Hollow, Kentfield, and Greenbrae. If you own a property in any of those areas, this Ordinance applies to you.
